Disabled Persons (PWD)

 STRENGHTHENING OF DISABLED PERSONS

 

The devolution of programs and services of DSWD to the Local Government on October 1992 under RA 7160, created a problem with regards to the welfare of disabled persons.  Before the Devolution, the National Government had trained employees to cater the needs of the disabled persons particularly on mobility and communication.  There are also livelihood programs specifically on organized groups of disabled persons.

To date, no municipalities and cities of Laguna have office for Disabled Persons as required by R.A. 10070.  And also laws for the welfare of persons with disablity are not fully implemented like R.A. 9442.

Quarterly, the Regional Council on Disablity Affairs (RCDA) conduct meeting to tackle issues and concerns re:  PWD’s such as accesibility (BP 344), health, education, livelihood, socio-cultural, sports and skills.

Identificaition Cards for PWD’s are presently provided in some areas to enjoy the 20 % discount being provided by the Law (9442).
