OPA and PTO hold meeting on Philhealth services

The Office of the Provincial Accountant (OPA) and the Provincial Treasurer’s Office (PTO) convened at the PTO on September 7, 2016. Present during the meeting were Mrs. Evelyn T. Villanueva-Provincial Accountant, Evelyn A. de Guzman-Provincial Treasurer, Mrs. Gemma T. Araza-Provincial Government Assistant Department Head (PGADH), Mrs. Elsie L. Juanillo-PGADH, Mr. Roy Barachina, Analiza Canlas, Mayra Basilia Matienzo, and selected employees of the different district hospitals.
Problems encountered regarding the provision of medicines and other medical services for No Balance Billing patients were discussed. Under Philhealth Circular No. 003, S' 2014, subject of which is "Strengthening the Implementation of No Balance Billing (NBB) Policy," no other fees or expenses shall be charged or be paid for by indigents, sponsored, kasambahays and senior citizens beyond the packaged rates.
One of the solutions brought up was to establish a revolving fund for the emergency procurement of medicines, supplies and services not available in the hospital. In relation to this, the implementing procedures and guidelines for the utilization of the fund was also discussed and drafted for further review and approval of Governor Ramil L. Hernandez.
Other concerns of the hospital employees were aired during the meeting.
