Laguna Provincial Jail hosts flag raising ceremony

The Laguna Provincial Jail (LPJ) hosted the weekly flag raising ceremony on Monday, 15 January 2018 at the Time Plaza inside the provincial capitol compound. OIC Warden Prof. Prof. Marino Amido Garcia, PhD reported on the backgrounder on LPJ and its accomplishments since he assumed office on November 4, 2017.
 
            The Laguna Provincial Jail is situated in 1.5 hectares of land, a government property inBrgy San Pablo Sur, Sta Cruz, Laguna, tasked to secure, develop and reform detention prisoners as well as escorting inmates attending court hearings in different courts in Laguna and neighbouring provinces.
 
Administrative Personnel:
 
The facility is being managed, secured and protected by one hundred four (104) personnel categorized as follows: 54 permanent, 28 casual, 17 job order and 4 detailed, performing administrative and operational responsibilities; security personnel, security escort and administrative staff.
 
Inmate Population:
 
Inmate population was 1,770 as of August 2017 but now stands at 1,687 as a result of decongestion efforts like transfer of certain inmates to the respective jails having jurisdiction over them where 1,513 are male (89.69%) and 174 female (10.31%). Said inmates are distributed in five dormitories with only 950 capacity, meaning, the dormitories are overpopulated by 737. The congestion issue is now being addressed by the present administration.
 
Classification of Offences:
 
·         1,386 or 82% of inmates were charged for violation of RA 9165
·         91 or 6% charged for Murder/Homicide
·         80 or 5% charged for Rape/Rape with Homicide
·         70 or 4% charged for Crimes against Property
·         6 or 0% charged for KFR
·         54 or 3% charged for other crimes like estafa, illegal recruitment, etc.
 
Security Services:
 
For the period under review, no disturbances, riots, hostage situation and noise barrages occurred except theOctober 29, 2017 incident where six prisoners escaped and wounded one prison guard. However, fiveescapees were already arrested and only one remains at large.
 
The facility now is being protected by an inside full view fence from the main gate, recreational and visiting areas for the protection of visitors, inmates and personnel. Security, rules and regulations on guard duty and escorting are now activated as well as the image enhancement of personnel who are now obliged to wear uniform inside the facility.
 
A total of 10,650 inmates were escorted to attend court hearings in different courts in Laguna and neighbouring provinces.
49 inmates were transferred to National Bilibid Prison in Muntilupa City
04 inmates were transferred to Correctional Institute for Women in Mandaluyong City.
32 inmates were transferred to NMCH
01 inmate was transferred to Rehabilitation Center
47 inmates were allowed to attend burials of their loved ones
 
 
 
 
 
Rehabilitation and Reform:
 
As part of the inmate reformatory program, religious, values formations, moral recovery, sports development, image enhancement, Alternative Learning System, legal & medical services and clean & Green, visitations as well as livelihood programs are regularly conducted. Dormitories traditionally named after their gangs like Commando, Sputnik, Bahalana Gang, Batang City Jail and Oxo are now renamed after Philippine national heroesDr. Jose P. Rizal, Gat.Andres Bonifacio, Gen. Antonio Luna, Gen. Emilio Aguinaldo and Teodora Alonzo, respectively.
 
On morale and welfare of personnel, the three-month salary problem of personnel was resolved. And in spite of limited resources, personnel on duty are provided lunch for the first shift and dinner for the 2nd shift. All birthday celebrators of the month are provided boodle fight lunch every 15th day of the respective month to develop more camaraderie and team work. 
 
 
Other Accomplishments:
 
·         November 13, 2017. The Christ Agape Church International conducted a medical and dental mission for 250 inmates.
 
·         November 28, 2017. Fivecourt judges headed by Judge Recablanca conducted a jail visitation whereLPJ’s management efforts were appreciated and recognized.
 
·         December 12, 2017. Alpha Insurance Company and Prime Cars Insurance Agency through AVD insurance Agency conducted gift giving to 200 inmates.
 
·         December 15, 2017.Galalan Integrated National High School conducted feeding program to 100 inmates.
 
·         December 16, 18, 20, 22 & 23, 2017. The inmates conducted Christmas Party per dormitory.
 
·         December 24, 2017. LPJ personnel conducted fun shoot instead of having Christmas Party followed by awarding of prizes and boodle fight lunch.
 
·         December 27, 29, 31, 2017 and January 3 & 5, 2018. Inmates, together with their immediate families, celebrated New Year per dormitory.
 

·         This year, the Laguna Provincial Jail will give more attention to paralegal, educational and religious services, livelihood and recreational programs guided by the Principles of Responsibilities: Accomplishment of the Mission and Morale and Welfare of Men, which are all anchored with the Serbisyong Tama advocacy ofHonorable Governor Ramil L. Hernandez.
