Laguna to honor best performing health program implementors

   The provincial government headed by Governor Ramil Hernandez is set to recognize the best performing local government units and health workers in terms of implementing health programs in Laguna.


   The Annual Provincial Awarding Ceremony is slated on December 11, 2018 at the Cultural Center of Laguna, Provincial Capitol Compound in Sta. Cruz.


   Officer-In-Charge Julieta Mabbayad, Chief of Provincial Health Office (PHO)-Technical Services, in a recently conducted deliberation of awardees, said the program aims to recognize the best performing Local Government Units (LGUs) that have successfully attained the national objectives for health based on 2017 LGU-Scorecards (SC).


   The ceremony is also a venue to appreciate the exemplary support of local chief executives in achieving the objectives for health in the province of Laguna and to further motivate and inspire the health workers in improving the delivery of quality and effective health services aligned to Service Delivery Network (SDN).


   “The PHO has been recognizing best LGUs particularly the Rural Health Units (RHUs), City Health Offices (CHOs) and hospitals based on their accomplishment’s scorecards reports in the previous year,” Mabbayad said.


   “This strategy became very interesting and challenging to all health workers and it motivated them to further improve their performance in order to achieve the target in different health indicators or programs. Thus, local chief executives were also inspired to give their full support to all health programs,” Mabbayad added.


   The ceremony was first held in 2014 by the Provincial Health Office (PHO) headed by Dr. Rene P. Bagamasbad in coordination with the Department of Health (DOH) and has been held every year since then.


   Meanwhile, Mr. Jeszmarc Rodriguez, Assistant LGU-SC Provincial Coordinator presented and discussed the List of Award Categories which include:


I. Major Awards - For Top Performers based on 2017 LGU-Scorecards of Rural Health Units (RHUs), City Health Offices (CHOs) and Hospitals.

1. Top performing LGUs and hospitals for City Level, Municipal Level, Provincial Managed Hospitals and City Managed Hospitals

II. Recognition of Inter Local Health Zones (ILHZ)

1. Best performing ILHZ based on LGU-SC 2017

2. Most active and functional ILHZ

III. Other special award categories showing the exemplary performances of different LGUs, Health Units and facilities on the following:

1. Health Emergency Management

2. Best performers on Tuberculosis (TB) Control Program

3. Community HIV Support Facilities

4. Environment and Sanitation Program: Zero Open Defecation Program (ZOD)

5. Best Performers on Blood Letting Program

6. Non-Communicable Diseases Control and Prevention Program

7. Tobacco Control Program - “Red Orchid Awards”

8. Hospitals with Best Practice/Initiative to sustain Philhealth No Balance Billing (NBB) target.

9. Awardees for Best Practices in Maternal, Newborn, Child Health and Nutrition (MNCHN)

10. Certificates of Appreciation to other Health Partners in the province


   The delivery of quality healthcare services is a priority of Governor Hernandez’s administration under his 8-Point Program, Effective and People Sensitive - Health Management.
