Provincial General Services Office

Profile

VISION

           To be in the frontline in giving public service with outmost responsibility, integrity, loyalty, and efficiency, as fast as possible at the least cost for the betterment of the Provincial Government of Laguna, Municipal and National Offices, Barangays, NGOs and others.

MISSION
  1. To ensure the delivery of basic services, procure needs of (a) Offices (Local and National (b) Constituents (Barangays, Municipalities, NGOs and others);
  2. To take custody and be accountable of all properties owned by the Provincial Government of Laguna;
  3. To ensure the cleanliness related activities, such as possible or eminent destruction or damage to records, supplies, properties and structures and the orderly and sanitary clearing up of waste materials or debris, particularly during natural disaster and calamities.
FUNCTIONS

Provincial General Services Officer

  1. Support the governor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities which require general services experties & technical support services.
  2.   Develop plans and strategies and upon approval thereof by the governor implement the same particularly those which have to do with the general services supportive of the welfare of the constituents which the governor is empowered to privide under the law.
  3. Take custody of and be accountable for all properties, real or personal, owned by the local government unit and those granted to it in the form of donation, reparation, assistance and counterpart of joint projects.
  4. With the approval of the governor, as the case maay be, assigns buildings or land space to local officials who by law, are entitled to such space
  5. Maintains and supervises janitorial, security, landscaping, and other nrelated services in all local government public buildings and other real property, whether owned or leased by the local government unit.
  6. Be in the frontline of general services related activities, such as possible or imminent destruction or damage to records, supplies, properties and structures and the orderly and sanitary clearing up of waste or debris, particularly during and the aftermath of man-made and natural disasters and calamities.
  7. Exercise such other powers and performs such duties and functions as may be prescribed by law or ordinance.

Assistant General Services Officer

  1. Assist the PGSO in carrying out measures to ensure the delivery of basic services and provision of adequate facilities which require general services experties & technical support services.
  2. Assist the PGSO in developing plans & strategies and upon approval thereof by the governor implement the same particularly those which have to do with teh general services supportive of the welfare of the constituents which the governor is empowered to provide under the law.
  3. Assist the PGSO in maitaining and supervising janitorial, security, landscaping and other related services in all local government public buildings and other real property, whether owned or leased by the local government unit.
  4. Reviews procurement papers and assist the PGSO in the execution of special projects of the governor.

 Administrative Division

  1. Supersise personnel of the GSO as to their duties and responsibilities.
  2. In-charge in the preparation of Annual Budget and control of its expenditures.
  3. In-charge in the preparation of payrolls and the supporting papers of the same.
  4. Receive records, communications, correspondences and take  complete file of all communications received.
  5. Ensure proper dissemination of administrative issuances coming from the governor.
  6. In-charge in receiving and in reporting of sub-standard, short deliveries procured by the province

Ground & Building Maintenance Division

  1. Safegurad and protect properties of the province.
  2. In-charge in the repair of properties.
  3. Inspect properties due for repair and prepare necessary recommendation for actions.
  4. In-charge in repairing of equipment of different offices and hospitals.
  5. Maintaining cleanliness of the Provincial Capitol Ground.

          

Procurement Division

  1. Processing Section
  • Process  documents concerning the procured items and all items planned to be procured.
  • Prepare and submit documentary requirements, process vouchers and the like until payment is achieve.

       2. Canvassing Section

  • Ascertain that the price of items being canvassed is advantageous to the government
  • Determines that the purchase orders are properly delivered and meet the technical specification stipulated therein as requested by the end-users.

Property Division

  1. Inventory Section
  • In-charge of all physical inventories.
  • Acts as property custodian of the province.
  • Maintains the central records of all the properties of the province.
  • Drops, balanced and adjusts the amount of properties being condemned or donated from other agencies.
  • In-charge in securing the insurance and registrations of the vehicles of the Provincial Government.
  • Supervises the distribution of supplies, materials and equipment for donation and/for transfer without cost.

        2. Storekeeping Section

  • Custodian of supplies and other daily needs of the various offices of the Provincial Government of Laguna.
  • In-charge of posting of supplies, computer, electrical, plumbing, toner & printed forms in the supplies ledger card and stock card.
  • Accepts and safe keeps all supplies according to P.O's specifications and quantity
  • In-charge of the disposal of condemned equipment, car parts accessories, etc. & finalize the supporting paers for submission to COA.
  • Take custody of the condemned item for public auction & prepares bidding papers for scrap.
  • In-charge in preparing monthly supplies adjustment sheet updating & recording of stock to OPA.
  • In-charge of distribution of the supplies & materials to the different offices, hospitals & municipalities of the province.
  • Take charge of the inventory of the supplies & materials in the stockroom.

 

 

          During the time of the former President Corazon C. Aquino, President of the Republic of the Philippines, Republic Act (R.A) 7160, otherwise known as Local Government Code of 1991 was approved and created as basic Law of the Country. Under the said Republic Act, the Office of the Provincial General Services was mandated & created under Sec. 490 which will be headed by the Provincial General Services Officer. The said office is  in-charge of delivering basic services, procure the needs of different offices, Provincial & National constituents (Barangay, Municipalities, NGO's & others) and take custody of all the properties of the Province.
