IMPLEMENT URBAN DEVELOPMENT & HOUSING ACT RA 7279

Community Development Program/Comprehensive Land Used

  1. Administering/supervision of all housing progs. and projects
  2. Monitoring and evalutaion of community associations on housing projects
  3. Provision of technical assistance
  4. Originatorship for community associations on mortgage program housing loan
  5. devise a plan of payments in acquiring a lot intended for housing site.

To fulfill the vision of our office, we have the following mission below:

        1. To fully implement the Urban Development and Housing act of 1992

        2. To Institutionalize the Housing Program by creating a Municipal Housing Board and Offices in all Municipalities and 

             Cities of Laguna;

        3. To establish the PROVINCIAL SHELTER PPLAN and intensify housing program through the Kabahayan at Kaunlaran (K2)

        4. To lessen the incidence of demolition through the coordianted plans and dialogues with LGU's, Land Owners and

            Judicial Branch.

        5. To generate funds through the implementation of Art. XI Sec. 42 e-g and Sec. 43 of UDHA 7279 and province initiated

             projects.

        6. To provide affordable and decent housing units for low-income Lagunense.

 

PROGRAMS :

 

CMP - COMMUNITY MORTGAGE PROGRAM

 

            Financing scheme for land acquitition under Social Housing Finance Corporation  where Community Associations may apply for housing loan to secure payments to lot owners guaranteed by PUDHO being the ORIGINATOR.  

DIRECT PAYMENT SCHEME:

             A scheme whereby community association's member-beneficiary will pay the lot directly to the lot owner through Memorandum of Agreement facilitated by PUDHO from negotiation with  the lot owner down to loan documentation.  It is more convinient and less documentation process.

COMMUNITY LAND ACQUISITION SUPPORT or DIRECT PAYMENT SCHEME

            A program whereby Community associations may acquire and through direct purchases using funds generated through savings, solicited financial grants and National Housing Authority loan requirements equivalent to 20% of lot acquisition cost to finance surveys, approval os Subdivision Plans and transfer of land title.

 

EXPANDED HOUSING LOAN PROGRAM

           A program under Home Development and Mutual Fund whereby an individual may apply for a residential lot unit provided that applicants are eligible for the loans.

 

RELOCATION / RESETTLEMENT PROGRAM

          1. A program initialted by the national government to relocate residents from PNR live lines to designated relocation sites.

          2. The Provincial Government assists residents from danger zones areas and victims of demolition in the identification of possible relocation sites, organized, registered into an association and introduce either Community Mortgage Program or Direct Payment scheme for the association to acquire land for their permanent disposition.

 

NETWORKING WITH NON-GOVERNMENT ORGANIZATION FOR HOUSE BUILT

          Whereby an association acquires land through Community Mortgage Program or of Direct Payment Scheme may acquire free housing units through Sweat Equity under the Gawad Kalinga and Habitat for Humanity Programs. Association's officers and its members are required to work for free of about 300 hours to qualify before granting them a housing unit aside from following other conditions set by the associationand othe policies and guidelines set by the benefactors.

 

PROJECTS:

DISTRICT 1

1. INNOVATION VILLE HOA ( Phase 1-6) Sta. Rosa City

-CMP loan approved by SHFC and paid 50% of total cost of lot of about 24M

-Initially contributed 464,000.00 as originator's fee and put on HOusing trust fund

- PUDHO monitors monthly amortization started March 2014

-On the process of transfer of title from lot owner to community association and applied for capital gains exemption

- continuing compliance on site development

- for approval of subdivision plan and monumenting

2.  GRACELAND HOMEOWNERS ASSOCIATION INC. -Brgy. San Francisco, Biñan, Laguna

 -  facilitated Memorandum of Agreement with the lot owner through Direct Payment Scheme

-   already paid more than 3M and on-going montly amortization

-    relocation survey was undertaken to determine actual lot occupied

3.  MARCO POLO HOMEOWNERS ASSOCIATION INC. 

 - Established subdivision , community associations were assisted for registration to HLURB 

4. SAN ANTONIO FEDERATION OF COMMUNITY ASSOCIATIONS ( 33 CA)

 -   Coordination with different  officers of the federation

 -    negotiation to different lot owners

 

DISTRICT 2

1. APOLEGA VILLE HOA - Brgy. Banlic , Calamba City                2.  ASLAHAI HOA

- Survey and monumenting was undertaken                                                -  Negotiation with property owner

-  Fully-paid property owner on the lot and right of way.                      - regular meetings with CA officers

-  continous documentation for registration to HLURB/BIR                  - monitor and assists CA on HLURB

 - Gov ER donated water-pump supply materials     

- tranfered title to HOA from lot owner

DISTRICT 3

1. CECILIA VILLE  - San Pablo City                                              3.  BRGY. SAN IGNACIO HOA - San Pablo City

-lot award was conducted and beneficiary selection.                   - SHFC already paid lot owner its 50% total lot cost 

-Survey works completed/unitization                                               - contributed P 116,000 to housing trust fund

-Continous payments to the land owner

-transfering of the land titleis still in the process

DISTRICT 4A

1. PARADISE VILLE HOA - Lumban, Laguna

-has 680 member-beneficiaries

-permits and licenses

- on-going monthy amortizas to the lot owner

-HLURB registration

DISTRICT 4B

1. LA LOMA HOA - Brgy. San Antonio, Kalayaan, Laguna

-documentations and orientations for the much needed registration to HLURB

-continous talks with the local government officials for the smooth process of the project.

-survey works still needs to be addressed

-socio-eco survey was conducted for the masterlist of beneficiaries

2. KASALO HOA - Brgy. Longos - Kalayaan, Laguna

-payment scheme was developed for their loan to the PGL.

-orientaton and info drive was conducted with the members

3. CASA REAL HOMEOWNERS MULTI-PURPOSE COOPERATIVE INC. (Phase I) Brgy. Casa Real, Pakil, Laguna

-Registration to HLURB

-documentations for the transfer of the land title

-resurvey of the property

-owners extra-judicial partition to be executed for the project.

4. CASA REAL HOMEOWNERS MULTI-PURPOSE COOPERATIVE INC. (Phase II) Brgy. Casa Real, Pakil, Laguna

-Fully paid to Sampaguita Savings and Loans Bank.

-finishing of subdivision plans and survey works

-registration to HLURB

5. LA CHICKA HOA - Brgy. Kabulusan, Pakil, Laguna

-payments to the land owner.

-documentations for the property and members

-survey works

- registered to HLURB

6. BANILAN HOA - Brgy. Banilan, Pakil, Laguna

-issuance of Absolute deed of sale from the land owner

-transfer of the land title to the association

7. NUMERO HOA - Brgy. Numero, Mabitac, Laguna
