Office of the Provincial Treasurer

VISION
To make LAGUNA a financially stable local government unit, thru the exercise of prudent fund management and proper disbursement of funds.
 
MISSION
  1. To conduct a massive tax collection and tax education/information campaign program geared towards increasing the local resources of LAGUNA.
  2. To increase local taxes and Real Property Tax collection yearly.
  3. To embark on a comprehensive revenue generation program thru the adoption of workable tax collection methods and strategies.
  4. To recommend reasonable increase in tax rates on some fees and charges in the case of some economic enterprises owned by the local government unit concerned.
  5. To serve as financial adviser to the Provincial Governor, the members of the Sangguniang Panlalawigan and other local government officials concerning the receipt and disposition of local funds

FUNCTION

PROVINCIAL TREASURER

  1. Advise the governor, the sanggunian, and other local government and national officials concerned  regarding the receipt and disposition of local government funds and on such other matters relative to public finance;
  2. Take custody of and exercise proper management of the funds of the local government unit concerned;
  3. Take charge of the disbursement of all government funds and such other funds the custody of which may be entrusted to him by law or other competent authority;
  4. Inspect private, commercial, and industrial establishments within the jurisdiction of the local government unit concerned in relation to the implementation of tax ordinances, pursuant to the provisions under Book II of Local Government Code;
  5. Maintain and update the tax information system of the local government unit;
  6. Exercise technical supervision over all treasury offices of the 24 municipalities; and
  7. Exercise such other powers and perform such other duties and function as may be prescribed by law or ordinance;

ASSISTANT PROVINCIAL TREASURER

Assist the Provincial Treasurer and perform such duties as follows, viz:

  1. Promulgate rules and policies to further improve the collection of all taxes and fees and supervise collection thereof in the field to ensure the proper implementation of said rules and policies;
  2. Assist the Provincial Treasurer in the supervision of all Municipal Treasurers and their personnel in the 24 municipalities of the province;
  3. Assist the Provincial Treasurer in the motivation, training and development of all Municipal Treasurers and their assistants in line with Presidential Decree No. 988;
  4. Recommend to the Provincial Treasurer of efficiency ratings of all Municipal Treasurers and their assistants;
  5. Assist the Provincial Treasurer in coordinating with the Office of the Governor and Budget Officer in the preparation of the annual and supplemental budgets of the province;
  6. Assist in the preparation of annual plans and programs of the office; and
  7. Perform such other duties that the Provincial Treasurer assigns from time to time.

ADMINISTRATIVE DIVISION

  1. Ensure proper dissemination of administrative issuances coming from the Central and Regional Offices and other agencies to Municipal Treasurers;
  2. Review and prepare list of supporting documents for appointment of Municipal Treasurers and Assistant Municipal Treasurers of the province;
  3. Prepare designation of Officer-In-Charge and In-Charge of Office of Municipal Treasurers and Assistant Municipal Treasurers of the 24 municipalities of Laguna;
  4. Maintain systematic filing of records in conformance with standard records in keeping;
  5.  Prepare the computation of earned leave of Provincial Treasurer’s Office personnel as well as keeping and recording of their corresponding absences and under times;
  6. Receive and record all communications and/or correspondence as well as the release thereof and have complete file of all communications received and acted upon by the office and an up to date personnel records;
  7. Prepare and make preliminary drafts of orders, memoranda and other correspondences which maybe issued by the office;
  8. Maintain subsidiary ledgers of expenditures of PTO;
  9.  Act as Liaison Officer; and
  10. Supervise the drivers and janitorial services personnel.

CASH DIVISION

  1. Act as custodian and depository of cash/check representing bidder’s bonds, performance bonds, remittances and/or deposits made by accountable officers and deposit the same with the authorized depository bank;
  2. Prepare Report of Collections and Deposits for recording in the General Cash Book and submit the same to the OPA;
  3. Deposit cash/checks/collections received daily with appropriate/authorized depository banks;
  4. Prepare checks for payment of various claims and obligations;
  5. Prepare List of Expenditures for submission to OPA;
  6. Remit all checks due to the G.S.I.S., H.D.M.F, and B.I.R.;
  7. Prepare Cash Advances for payment of salaries and wages;
  8. Pay all salaries and wages of the employees;
  9. Prepare Report of Disbursement of Disbursing Officer;
  10. Liquidate all Cash Advances; and
  11. Payment for suppliers and contractors.

LAND TAX DIVISION

  1. Ensure proper enforcement of various rules and regulations issued on the provisions of real property tax codes;
  2. Analyze collection trends patterns on current operations;
  3. Prepare annual revenue targets and income estimates for RPT of municipalities for certification of the Provincial Treasurer;
  4. Acceptance of payment for Real Property Tax and preparing of remittance vouchers of Real Property Tax collections to respective municipality, province or city;
  5. Prepare the monthly Consolidated Report of Real Property Tax Collections by Classification (RACIMS) of the province;
  6. Filing and maintaining records pertaining to real property tax; and
  7. Assist the Provincial Treasurer in the conduct of public auction of delinquent real properties and apply other civil remedies pursuant to the provisions of PD 464, as amended.

FIELD SUPERVISION DIVISION

  1. Conduct inspections/examinations of municipal books of account and submit to the Provincial Treasurer on violations shortages and any exceptions noted in the course/conduct of  examination;
  2. Review and consolidate income and expenditures of Municipal Treasurers;
  3. Liquidate accounts of Municipal Treasurers;
  4. Collect taxes like professional tax, transfer fees, sand and gravel fee and other fees;
  5. Prepare pertinent papers leading to purchase and payments of Accountable Forms; and
  6. Consolidate monthly reports of Accountable Forms.

TREASURY OPERATIONS REVIEW UNIT (TORU) DIVISION

  1. Ensure proper enforcement of various rules and regulations issued on the provisions of the local revenue tax code;
  2. Act as representative of the Provincial Treasurer, being a member of the Provincial AppraisalCommittee, inspect and appraise land to be  purchased/sold by various municipalities of the province;
  3. Prepare annual Inventory of Equipment of the Office and renewing Memorandum Receipts for equipment of all Provincial Treasury Personnel;
  4. Monitoring theaters, cockpits and other amusement places;
  5. Post checkers of Annual Fixed Tax on Delivery Trucks and Vans and Sand and Gravel Taxes at strategic places in the province; and
  6. In-depth survey of resorts and private pools as to classification to determine correct taxes.

LICENSE AND TAX DIVISION

  1. Receive and collect all kinds of taxes, fees and charges and all other impositions accruing to the province:

        Local Taxes;

  • Other revenues from economic enterprises;
  • Various fees and charges and other impositions;
  • Liquidate accounts of Municipal Treasurers.

       2.  Prepare and send out bills, notices of delinquencies to taxpayers;

       3.  Conduct tax campaigns;

       4.  Maintain systematic filing of individual tax records of business establishments and other taxable persons;

       5.  Maintain tax cards:

  • Post tax payments to individual tax cards from the Abstract of Collection;

       6.  Prepare Abstract and Statement of Collections and accountable forms for remittance to the Cash Division;

       Additional:

  • Maintain an up-to-date record of receipts and revenues for the General Fund and Special Education Fund;
  • Prepare periodic reports of income realized for the information of the Provincial Treasurer;
  • Act as representative of the Provincial Treasurer in the public bidding conducted in the General Services Office;
  • Assist in the review of all financial transactions for approval of the Provincial Treasurer;
  • Assist in the preparation of annual revenue targets and income estimate for approval of the Provincial Treasurer.
