PGL facilitates meeting on proposed CaLBay bypass road

The Provincial Government of Laguna, under the leadership of Gov. Ramil L. Hernandez, facilitated a series of stakeholder’s consultative meetings on the proposed Calamba-Los Baños-Bay (CaLBay) Bypass Road spearheaded by the Department of Public Works and Highways Region IV-A.

With the worsening traffic condition in certain areas of Calamba City and Los Baños, the proposed bypass road aims to implement the following objectives:
• Decongest heavy traffic along national and provincial roads of Calamba City and Los Baños, Laguna
• Provide easy mobility to public motorists which will promote local tourism and industry within the locality as well as the municipalities from the 3rd and 4th districts of the province.

The proposed bypass, which is also a road dike, will protect lives and properties and will help mitigate flooding problems on the lakeside communities, strengthening the resiliency to climate change.

The project proposal consultative team was composed of Mr. Vivencio Malabanan, Head of the Provincial Urban Development and Housing Office; Engr. Pablo Del Mundo, Jr., OIC-Provincial Planning and Development Coordinator’s Office and OIC-Provincial Engineer’s Office; Engr. David Rubio, OIC-Provincial Government Environment and Natural Resource Officer; and Mr. Marlon Tobias, Provincial Agriculturist, and their respective representatives.

The first consultative meeting was held on 19 September 2017 at the Conference Room of the Municipal Hall, Los Baños, Laguna which was attended by the agricultural sector of the three concerned LGUs. The attendees agreed to have a consultative meeting per LGU involving other sectoral organizations.

Right after the first meeting, Engr. Pablo V. Del Mundo, Jr., OIC-PPDCO, instructed the PPDC Project Development Division, headed by Ariel P. Peñaranda, together with Joshua Federick J. Vitaliz, to discuss with the concerned City/Municipal Planning Officer the proposed project and conduct their own consultative meeting, who in turn scheduled their own meeting together with the provincial government team.

The first meeting was held on 05 October 2017 at the Calamba City Hall, attended by Calamba City Mayor Justin Marc SB. Chipeco with City Councilors Cha Hernandez, Peewee Perez, and Johnny Lazaro, city department heads, barangay chairpersons and concerned sectoral organizations (fisherfolks and agriculture), together with Engr. Pablo V. Del Mundo, Jr. and Mr. Joshua Federick J Vitaliz from the PPDCO, Mr. Israel Somera from the PG-ENRO, and Mr. Jerry Desquitado from the Provincial Urban Development and Housing Office.

The meeting in Calamba City was facilitated by Mr. Dennis Lanzanas, City Planning Officer, with the help of his staff and the City Agricultural Services Department personnel. The meeting was opened by Hon. Justin Marc Chipeco, who happened to be the prime mover of the plan to have a bypass road. The PPDCO, together with the Engineers from the DPWH-Laguna 2nd District, discussed the presentation and provide information to the public. At the end, all sectors are enthusiastic of the project and agreed to support the proposed bypass road.
