Programs & Projects

ENVIRONMENT AND NATURAL RESOURCES
 
 
I. Waste Mangement and Pollution Control Division
 A.  Waste Management 
  1. To assist/organize the Provincial Solid Waste Management Board ( PSWMB)  and formulate PSWM Plan as provided in RA 9003 (Ecological Solid Waste Management Act of 2000).
  2. To assist/organize the Laguna Environment Council to serve as an adjudication board for the complaints againts unlawful waste disposal, odor and other environment related complaints lodged in the province as diligently verified and investigated by the PG-ENRO.
  3. To serve as secretariat for the E-Code Technical Working Group organized by the Provincial Government of Laguna.
  4. To provide technical assistance to LGU's.
  5. Develop project proposals on environmental management such as but not limited to conduct seminars and/or for community based projects both for local and national funding.
  6. Promote programs/projects that will mitigate and/or address water, air and land pollution.

B. Regulatory

  1. To condut periodic monitoring of Sanitary Landfill, Material Recovery Facility, open and controlled dumpsites for the implementation of ecological enhancement and address the issues associated with the improper waste catchment and disposal.
  2. To address complaints on odor and waste disposal, lodged in the office thru letter, text messages, phone call or verbal complaint.
  3. Coordination/collaboration with DENR-PENRO re: abatement of air, water and land pollution.
  4. To monitor the compliance of different establishment per Office Order No.1, s-2007 re: implementation of:
  • Executive Order No. 3, s-2003
  • Provincial Ordinance No. 5, s-2004
  • Resolution No. 375

II.  Forest and Water Resources Management Division

A. Reforestation/Watershed Rehabilitation

Community Based Reforestation Project for denuded Local watershed Areas

  • Survey and Mapping/Community Organizing
  • Nursery operations
  • Reforestation activity
  • Forest Protection (patrol works)
  • Monitoring and evaluation (project area and livelihood program)

Establishment of additional forest nursery and propagation of forest seedlings at Brgy. Lamot Calauan, Laguna in support to the National Greening Program (NGP)

B. Urban Greening

Seedling Distribution

Tree Planting ( site identification/assessment, care and maintenance)

 

C. Land Management

  • Joint investigation with DENR, LGU's re: complaint on boundary conflict

 

III. Mineral and Land Resources Management Division

  1. Formulate and recommend policies, programs and projects pertaining to mineral and quarry exploitation and development
  2. Develop plans and strategies and upon approval thereof by the governor implement the same, particularly those which have to do with mineral and quarry programs and projects which the governor is empowered to implement and which the sanggunian is empowered to provide.
  3. Promote the small-scale mining and utilization of mineral resources
  4. Monitor and evaluate the mineral and quarry development, conservation, and rehabilitation programs being implementaed by licensees and permittees
  5. Develop standards and operating procedures on mineral and quarry resources, development
  6. Monitor and inspect processing and movement of mineral and quarry products within the province
  7. Enforce small-scale mining law, subject to the policies, standards and guidelines of the DENR
  8. Recommend possible legislation, policies and programs for the efficacious and sustainable development and utilization of the province's mineral and water resources
  9. Recommend policies and/or programs for the efficient and effective administration of surveys and management of boundary conflicts as well as monitor the disposition of alienable and disposable lands that are the responsibilities of other government agencies such as areas not being utilized for the purpose for which they have been established

 

IV. Information, Research and Development Management Division

  1. Undertake Information, Education, Communication and Research for the office's information, extension and communication support programs for community awareness and development.
  2.  Coordinate liaise and establish alliance with different LGU's in the province  and the inter-local government office on the environmental cooperation and promotions.
  3. Conduct fora/seminars/trainings and distribute pamphlets/brochures regarding RA 9003, RA 8749, RA 6969, RA 9275, other national lwas and provincial ordinances.
